Could not add more than seven items to default shortcut. Attempt to add 8th shortcut disables one of the active shortcut to replace the new item. The same is the behavior when i tried to add 8th item from path admin/config/user-interface/shortcut/shortcut-set-1 using dragd-drop UI.

I suppose this is a bug. Workaround to fix this is to click "Show row weights" and set status to "enabled" from list select. If this is not a bug, would be nice to have consistent behavior across the weights control widgets.
