Administration » Configuration » Messaging & Notifications

If the option for "direct operation" is selected then Anonymous users are still able to sign up for notifications even it If the permissions are set so that anonymous users are not granted the privilege of signing up for notifications.

If the option is set to Confirmation form, then the permissions are respected.
