The configuration:
- a user U has role R
- role R does not give any permission (notably, (node / access content) is not set)
- a vocabulary V contains one term T
- the taxonomy access control defines one scheme S for V. S grants view. S does not grant permissions for role R
- the taxonomy access control for U is given on T following S
- a page P is flagged by T

I would have expect P to be visible by U, but it is not the case.
Devel access node by user indicates "NO: access content" in view column for U.

I noticed a similar behaviour, any update on the issue

It might be that if a role does not have "access content" permission, then drupal core denies it any node. I'm not certain but it wouldn't surprise me.

Also try the devel_node_access block (in devel.module). When admin views a node, that block will indicate what's in the node_access table.
