If you are applying to be a co-maintainer, you need to apply after you get the approval of the current maintainer of the project. In the case you already opened a support request offering to be co-maintainer (and the current maintainer already accepted you as co-maintainer), then you need to provide the link to the support request; the same is true if the current maintainer asked you to become a co-maintainer of the project he maintains.

I am Király Péter, and I am the maintainer of the xc project. I created a new project, called XC Bibliographic Export (http://drupal.org/project/xc_biblio_export), for the purpose to give co maintenance right to Shin, and maybe to his collegues in the future. We haven't created a new issue for this, but we have talked about this topic on Skype and in email. Do you want Shin to open a new issue? Or this current comment is enough?
