We should probably make a helper function for create_db and have both sql-sync and site-install use it.
I have made the helper named drush_sql_build_createdb_sql() based on the sql-sync code and made sql-sync use it. The helper does FLUSH PRIVILEGES and UTF8 and DB quoting #999012: site-install should create the database with default character set utf8.
Helper is re-used by site-install as well.
Automatically closed -- issue fixed for 2 weeks with no activity.
