i posed another bug a week ago (http://www.drupal.org/node.php?id=83), but i used the link from http://www.drupal.org/module.php?mod=project&pid=1&op=list&type=bug
the bug did not get added to the main "open bugs" listing (and so i bet no one saw it)
maybe my bug wasn't assigned to the "drupal" project; i can find the bug by searching for the word "theme" with project=all, but if project=drupal, it doesn't come up (i reposted and that one does come up, but #83 does not).
so if you click on "drupal" under "project info" and start your bug from there, i guess it is assigned to drupal and then and it shows up, but if you just click on "bugs" under "project info" and then submit from there, the bug does not show up on the main listing and hence may get lost (but can be found by searching)
