Category roles don't default to unrestricted if no roles are checked

On the category edit page it says that ”If no roles are checked access will not be restricted.” However, even if no roles are checked I was not shown the info, it only worked after I checked a role I was in. Attached is a patch to also confirm that the roles array actually includes something that has a value, not just that no roles exist.
