The MaxMind libraries are licensed under the GPL so they could be added to CVS to simplify the installation process. The attached patch takes that approach.

Another alternative would be to change the default path for the MaxMind code to sites/all/libraries/GeoIP/ so that the module could be upgraded without the possibility of disturbing the lib code.
