A nice feature would be the ability for a user to determine the weights (and left/right) of blocks on a user-by-user basis. In cases of no data, or anonymous data, it would use the system defined.

Eh. I say this one is a won't fix, because a site administrator may have some reason for arranging blocks in a particular order and assigning them to a specific region.
