also disabling strength checks in the admin interface

Hi,
This is a patch to also apply the module's disabling of password strength checking to the user admin interface, so that administrators adding users don't have to adhere to Drupal's strict password checking. I suppose it might be nice to have an admin interface for this module that allows admins to select the contexts in which password checking is disabled.
