I'd love for someone to create an FAQ module. Here is what I imagine:

FUNCTIONAL SPEC
A user with sufficient permissions may create a question. Then users submit comments on that question, using the usual comment module. The author of the question, or any administrator, may mark any given comments as an 'answer'. Answers are displayed with special formatting so as to stand out from usual comments. A given question can have multiple 'answer' comments.

It would be interesting, but not necessary for first version, if any node could later be designated a Question. And its subsequent comments marked as answers. This would mean that FAQ entries could come from Forum, or any other module.

ENGINEERING NOTES
One approach is for the FAQ module is for it to be a hierarchy of nodes, like the book module. All nodes marked as Questions are included in the hierarchy. It consists of FAQ nodes, but also forum nodes, book nodes, etc. Not sure how thr rendering would work. Do you render all nodes in the FAQ format or in their native format?
