IP2country 2.1.2 restores registry downloads over HTTPS and fixes settings and Rules integration errors.

Validated locally on Drupal 10.6.18 and 11.4.8 with PHP 8.3.30. Both full test suites pass using controlled registry data for functional checks. Live endpoint validation is separate. Drupal 11 deprecation notices remain; this release does not add Drupal 12 or IPv6 support. No database schema changes are included.
