fix: Suggest the xAI provider instead of requiring it [#3627196]

grok-php/client needs Guzzle 7 and Drupal 12 needs Guzzle 8, so Composer cannot install webai on Drupal 12.

Proposed resolution

Move drupal/ai_provider_xai to suggest, and add the next-major and PHP 8.5 CI jobs.
