fix: Install the front-end theme without the core recipe removed in Drupal 12 [#3627191]

Problem/Motivation

core/recipes/core_recommended_front_end_theme is gone in Drupal 12, and simpleConfigUpdate on the contact webform throws there.

Proposed resolution

Install UI Suite UIkit and make it the default theme in the recipe, and use setProperties for the contact webform. Works on Drupal 11 too.
