fix: Let content editors publish and add the default dashboards

Problem/Motivation

Content editors cannot save a page ("You do not have access to transition from Draft to Draft") and cannot add web apps or organizations. The site has no dashboards.

Proposed resolution

• Grant the content editor role the editorial workflow transitions and the content permissions of every content type.
• Apply the Web Dashboard recipe: Webmaster and Editorial dashboards with a welcome card and a site overview.

Remaining tasks

• ✅ Implement
• ❌ Review
