Is it possible to create an administration field for custom instructions on the node near the upload field and button so the admin can add text such as they must conform to some form of decency rules etc.

This is now available in the new 1.0-beta3 release.

Go to Administer > Site Configuration > Images > Add-ons for the new administration field.
