Require the released Canvas Override 1.0.0 instead of the dev branch, to resolve on Stable for Drupal CMS

Problem/Motivation

This recipe requires drupal/canvas_override at 1.0.x-dev, a dev branch. A dev constraint can never be satisfied on a project using Composer's default minimum-stability: stable, so it blocks Varbase Starter, and through it Drupal CMS.

drupal/canvas_override 1.0.x-dev -> found drupal/canvas_override[1.0.x-dev] but it does not match your minimum-stability.

Until tonight this could not be fixed here, because Canvas Override had no stable release at all: the newest tag was 1.0.0-rc1. It now has one. Canvas Override 1.0.0 is released, carrying six fixes since rc1, two of them access-control hardening.

Steps to reproduce

1. On a project with the default minimum-stability: stable, require this recipe or Varbase Starter.
2. Resolution fails on drupal/canvas_override.

Proposed resolution

Require ~1.0.0 instead of 1.0.x-dev.

A tilde constraint keeps taking patch releases, so a later 1.0.1 arrives without another change here.
