Plan: Release Educare 1.0.0-rc1

Release candidate. No functional changes since 1.0.0-beta1: the only commit on 1.0.x since that tag is the Back to DEV version change, which is release plumbing rather than a user-facing change.

This is a step towards the 1.0.0 stable release, so that the Educare site template recipe works with Drupal CMS out of the box. Drupal CMS ships minimum-stability: stable, so until Educare has a stable release, composer require drupal/educare:~1 on a stock Drupal CMS project cannot resolve a pre-release without overriding the stability setting.

1.0.0-rc1 also pins every dependency to a release rather than a development branch: the 18 drupal/varbase_*_base recipes and Vartheme BS5 Educare move from 1.0.x-dev back to ~1.0.0, which now resolves to Vartheme BS5 Educare 1.0.0-rc1 and to stable 1.0.0 for most of the base recipes.
