Install the Canvas Translate module by default in the Varbase Internationalization Base recipe

Problem/Motivation

The recipe already makes Drupal Canvas pages translatable, but the module that provides the Canvas page translation user interface is never installed.

• The recipe ships the config actions language.content_settings.canvas_page.canvas_page and core.base_field_override.canvas_page.canvas_page.components.
• Its install: list is only language, locale, config_translation, content_translation, eca, eca_language.
• A site applying the recipe therefore gets the translatable configuration without the tool that uses it.

Steps to reproduce

1. Apply the Varbase Internationalization Base recipe from 1.0.x-dev on a Drupal 11.4 site.
2. Add a second language at /admin/config/regional/language.
3. Create a Drupal Canvas page and open its Translate tab.
4. No Canvas page translation user interface is offered, because canvas_translate is not installed.

Proposed resolution

1. Add canvas_translate to the recipe install: list.
2. Add "drupal/canvas_translate": "~1" to the recipe composer.json require.
3. Grant the translate canvas content permission to the four roles the recipe already grants other translation permissions to: user.role.content_editor, user.role.content_admin, user.role.seo_admin, user.role.site_admin.

Risk for the maintainers to decide on: Canvas Translate is at 1.0.0-alpha4. Installing an alpha release by default in a distribution recipe is a real risk and needs an explicit decision, not a silent addition.

Context: TMGMT and Canvas page translation landed in 1.0.0-rc2 via #3618242. An earlier attempt to add the different Canvas Multilingual module was reverted and closed as won't fix in #3588171.
