Use the Varbase Components 3.1.0 release and drop the interim dev pin on the 10.1.x branch

Problem/Motivation

The 10.1.x branch requires drupal/varbase_components ~3.0.0, whose only tagged release in range (3.0.0) targets Drupal ~11.3 and ships a page-title SDC component that is invalid on Drupal ~11.4. As an interim workaround, the webship CI pinned drupal/varbase_components:3.0.x-dev in .gitlab-ci.yml.

Varbase Components 3.1.0 (supporting Drupal ~11.4) is now released, so the interim dev pin is no longer needed.

Bump drupal/varbase_components in composer.json from ~3.0.0 to ~3.1, and remove the interim drupal/varbase_components:3.0.x-dev pin from the composer job in .gitlab-ci.yml.
