Require Drupal ~11.4 only and drop the vardot/varbase-patches dependency on the 10.1.x branch

Problem/Motivation

The 10.1.x branch targets Drupal ~11.3 and still pins vardot/varbase-patches ~10.1.0. Varbase 10.1.x is a Drupal ~11.4 line; the module should target ~11.4.0 only and drop the per-module patches dependency (project-level in vardot/varbase-project).

Proposed resolution

Set core_version_requirement and drupal/core to ~11.4.0 only (drop ~11.3.0). Remove the vardot/varbase-patches requirement. Keep drupal/varbase_media ~10.1.0 and drupal/varbase_components ~3.0.0.
