Release notes

- Replace vendored SimplePie.compiled.php with simplepie/simplepie ^1.8 via Composer
- Fix PHP 8.1 deprecations in actstream_feed (strftime(), xml_set_object())
- Add composer.json to actstream_feed and actstream_flickr sub-modules with explicit dependency declarations
- Fix stale sandbox URLs in root composer.json (homepage, support.issues, support.source)

All 49 kernel tests pass.
