Initialize the Vartheme BS5 Educare theme and start the 1.0.x branch

Problem/Motivation

Initialize Vartheme BS5 Educare — the Bootstrap 5 front-end theme for the Educare site template, cloned from Vartheme BS5 — and start the 1.0.x branch.

Steps to reproduce

Proposed resolution

Clone Vartheme BS5; rename the theme machine name, function prefixes, library/schema keys and file names to vartheme_bs5_educare; add the Educare brand assets (logo, icons, favicon, share image) from the VBE stylesheet; add the .gitlab issue and merge request templates; and publish the 1.0.x-dev release.
