Initialize the Horizon Aid site template recipe and start the 1.0.x branch [#3607228]

Problem/Motivation

Initialize Horizon Aid — a Drupal CMS site template recipe for NGOs, nonprofits and humanitarian/aid organizations, cloned from Varbase Starter — and start the 1.0.x branch.

Steps to reproduce

Proposed resolution

Clone Varbase Starter; rename strings, file names, the composer package and theme references to horizonaid / vartheme_bs5_horizonaid; add the Horizon Aid brand assets (logo, icons, favicon, share image) from the VBNGO stylesheet; add the .gitlab issue and merge request templates; and publish the 1.0.x-dev release.
