Update Drupal Core from ~11.3.0 to ~11.4.0 on the 9.2.x branch for Vartheme (Bootstrap 4 - SASS) [#3606797]

Problem/Motivation

Drupal 10 reaches end of life on 9 December 2026.

Varbase 9.1.x already paved the way for Drupal 11.

The 9.2.x branch should be Drupal 11–only so Varbase 9.1.x sites upgrade smoothly to Drupal ~11.4.

Steps to reproduce

Proposed resolution

Set drupal/core to ~11.4 in the *.info.yml and composer.json files on the 9.2.x branch.
Drop support for Drupal ~10 on the 9.2.x branch.
Remove outdated and deprecated Drupal 10 code.

MR !9 merged into 9.0.x. The 9.0.x branch now requires Drupal ~11.3 and drops Drupal 10. Replaced the deprecated theme_get_setting() with the ThemeSettingsProvider service. webship-js tests cover the appearance listing, the theme settings page, and the Bootstrap front-end rendering.
