Problem/Motivation

A new 4.0.x branch of the Fullcalendar module has been released. Its primary purpose is to support the 7.0.0 release of the Fullcalendar JS library, but it is also the branch where Drupal 12 support has been added, has a reorganized settings UI, and other additional features are planned. This recipe should support the new version, particularly the addition of tooltips.

Proposed resolution

Update the composer dependency version, but also update the configuration to take advantage of new features, etc.
