Emulate reduced motion in the Canvas preview iframe [#3588102]

Preview updates continuously run CSS transitions and JavaScript-driven motions. This makes the preview feel unstable.

Inject preview-specific reduced-motion emulation into the preview iframe.

Preview content should update with little or no visible motion while editing.
