when the queue module is disabled, and an admin is posting (not sure about other roles), we default 'promote front page' to true. this is inconsistent with the rest of drupal.

I don't follow. When the queue module is disabled the content is auto promoted and not queued. Without the queue module any other way wouldn't be logical ?
