Problem/Motivation

When seeing this work. I noticed that when datasets for a theme are updated, the process that adds them re-triggers an update to the annual, is grabbing the first annual of that theme (2018) rather than the 2025. The node load is getting the date wrong.
Also it should not be updating the dataset modified date as part of the save.
