Problem/Motivation

Every connected user having the "access toolbar" permission will have access to the SSO menu in the admin toolbar.

That's not something always wanted.

Proposed resolution

Add a new "use domain sso admin toolbar" permission to be used as a requirement to allow displaying of the SSO switcher in the toolbar.
