Problem/Motivation

The Fastlane by PayPal library is normally loaded by the Payment Gateway.

But, if a site configures the Checkout Flow on an Order Type and doesn't have an associated gateway enabled, the Checkout Page will load, without the javascript, providing an odd UX.

While this really isn't a usable configuration, we can make the page appear better by loading the library from the checkout flow, not just the payment gateway.
