Probably accidentally, the breadcrumb block lists claro theme as a dependency.

Proposed resolution

Change to seven. 1.x and 2.x branches are both affected.

In #3528945: Blocks are placed in the wrong region, I copied the configuration files for the blocks from the Claro theme. That line should have been changed too.
