Problem/Motivation:
joelpittet has confirmed they no longer wish to continue as a maintainer for the Theme API subsystem.

Proposed resolution:
Remove joelpittet’s name and contact details from the MAINTAINERS.txt entry for Theme API.

Remaining tasks:

  • Commit the update to MAINTAINERS.txt
  • Notify the Core Committers Slack channel when merged

No UI/API/Data model changes.
