Problem/Motivation

If a user ticks the unpublish box and there are no usages then we don't respect the unpublish tick box and that is annoying.

Steps to reproduce

Use the link remover on content with no links to it and tick the box to unpublish content.

Proposed resolution

Unpublish the content even if there are no links to it.
