Problem/Motivation

Since the global placement within XB is a different beast than we're used to and it's taking time to styling the header/footer, remove the block placement of the blocks that are in those. But keep the blocks/menus so they show up in the list and can be used.

Doing this now as it's confusing because XB shows even disabled blocks.

Actually... I'm remembering now that we needed at least one block placed or it will grab all the base theme blocks. I'll put the page title block back for now, I guess.
