#3491874: Add attribute for Required plugins adds an attribute for Required plugins.

Proposed resolution

  • Convert RequiredByRole to use an attribute.
  • Bump the minimum required core version to 10
  • Since we implicitly bumped the minimum PHP version, update the module code to use new PHP features
