Create minimal starter theme [#3480931]

The 0.1.x branch is currently just starterkit + unocss/vite with no other additions.

Create a starter theme with just the bare minimum for unocss/vite, without starterkit files.

Show commands

Start within a Git clone of the project using the version control instructions.
