Delayed comment sync due to not yet synced parent issue should raise a warning, not an alert

Problem/Motivation

When we try to sync a comment where the parent issue is not yet synced, we delay that sync attempt. That scenario also needs to be logged. Currently, that raises an alert, but it should be a warning only.
