The dropdown menu overlaps in the table of the table responsive.

Steps to reproduce

Go to the `/group/{group_id}/membership`.
You should have one member at the table.
Click on the `Actions` button in the table.
Check how the dropdown menu looks.

Proposed resolution

Make the popover behavior from the dropdown menu.
