Problem/Motivation

The ImageAPI Optimize WebP dependency is currently incompatible with Drupal 10.3, as highlighted in the following issue: #3453941.

Proposed resolution

Although a patch addressing this problem exists, there is no official release yet. In the meantime, it is recommended to apply the patch to the module and ensure that Drupal ^10.3 is required.
