Problem/Motivation

The consent mode functionality is disabled by default, which can cause confusion for people that expect it to be working when the modules has been enabled.

I would enable it by default and let users turn it off in case they prefer this.

I have reviewed the merge request and the code updates do what they are supposed to do so I am happy to move forward with merging the code.
