Adding menu item in development admin menu

Problem/Motivation

The link to access the Sdc explorer (/styleguide/explorer) must be accessible via the administration menu in the ‘Development’ section in order to facilitate navigation. It should appear as a necessary development tool.

Proposed resolution

You need to add a links.menu.yml file to the module to add the menu link in the ‘Development’ section.
