RedirectSubscriber is not redirecting users when there's a new required data policy entity

Problem/Motivation

When we create a new Data Policy entity and set it as required, users are not being redirected to accept the terms. Instead, they just see the status message, which is the expected behavior when the data policy is optional.

Proposed resolution

We must make sure the user is force to accept the terms if the data policy is required.
