Problem/Motivation

Course leader isn't able to add parts (article and video) to a course sections.

Steps to reproduce

  1. Login as SM
  2. Create an advanced course
  3. Add LU as a course member and assign a "Course leader" role
  4. Login as LU
  5. EB: Member with "Course leader" role should be able to add section parts

Proposed resolution

  1. Add custom permissions with CRUD operations on section parts to a basic and advanced course types
  2. Assign these permissions to a "Course leader" course role
