Problem/Motivation

Currently the default max page cache is configured to 1 day in rocketship.
When using varnisch it is adviced to up this to a year. This should be the default in rocketship

As mentioned in https://www.drupal.org/project/dropsolid_rocketship/issues/3438811#comme..., we don't want to be patching core for this. We should simply put it on the highest value core allows or use a contrib module to increase it further.
