Problem/Motivation

One of our projects has a use-case where they'd like content to have the VG Wort web bug but not add the content to queue to send to VG Wort.

This is not a regular use-case and only exists because of our the project clones content.

Proposed resolution

Add a new hook to allow project to implement their own logic.
