Problem/Motivation

Since we added changes in the Social PR: https://github.com/goalgorilla/open_social/pull/3664, we need to move the Location filter to another container in views.view.user_admin_people

Proposed resolution

- Add dependency on social_user, views_ef_fieldset, config_modify and update_helper modules
- Create update and modify configs
- Change a functionality that builds the location_details fieldset
