[plan] core changelog effects on Auctions project | tag/release realities

quick overview:
core change-log has shown that releases need to be spread as such:

tag 1.0.8 - core 8->9.2. jqyery.once|core.once
106,107 tag soup reminder on repo.

tag 1.1.1 - 9.2->9.4
have 1.1.0 release that needs to be fixed. have taken down this (only up for a few hours. no one should have noticed)

tag 1.2.x - 9.5+. ckeditor 5
- timeline, d10 was already out. first report seems tied to 2.0.x dev that was too early (inline entity form and and commerce only beta/rc for d10 at time (a few months ago..)
