Would be cool to have the Image Link Attributes module compatible with Responsive Images

I noted that with some additional code, I could extend the image formatters to work with responsive images as well as regular images which would make the module more flexible.

Add a patch and test.

User interface changes

Add Image Link Attributes to the user interface.

Here's the patch. I've tested it and it has no issues. I'll leave it as needs review and commit it after I've tested it thoroughly.
