When visiting the overview terms page for a flattened vocabulary, the help message above the table is: You can reorganize the terms in Your vocabulary using their drag-and-drop handles, and group terms under a parent term by sliding them under and to the right of the parent.
This message is not 100% accurate because terms cannot be grouped or nested in flattened vocabularies. It could led to misunderstandings.
Steps to reproduce
Create a Vocabulary
Mark it as Flat
Visit the terms overview page for the vocabulary created above
Proposed resolution
Improve the help message for flattened vocabularies.
